Judge Dismisses Sheriff’s Complaint About Courthouse Construction Work
An environmental court judge on Friday dismissed a case brought by Essex County Sheriff Trevor Colby challenging part of the Essex County courthouse construction project.
The decision by Judge Joseph McLean was in support of a motion to dismiss Colby’s complaint that was filed by an attorney representing the Essex County Assistant Judges Evan Hammond and Kenn Stransky.
The sheriff’s court filing on Sept. 4 was an appeal to a decision made on Aug. 27 by the Town of Guildhall Zoning Board, Planning Board, and Historic District Commission that approves a courthouse project change to a parking plan in the rear of the Eben Judd Justice Center, which houses the sheriff’s department.
Adjacent to the sheriff’s office building is the courthouse, which is undergoing a $4 million transformation that includes interior work and the construction of an annex connecting the courthouse to a neighboring meeting house building.
The project is promoted for its security improvements, including segregated areas for the public and staff, a holding room and a sally port for discreet, secure drop-off and pick-up of defendants in custody. The Essex County Sheriff’s Department handles courthouse security.
A majority of Guildhall board members approved several amendments to the originally approved plan, granting the state permission to move forward with changes to the parking area, external lighting, the addition of a rear walkway, the removal of the dilapidated garage, landscape revisions and the installation of a retaining wall.
