A St. Johnsbury man was arraigned last week on charges related to accusations of using his vehicle to block traffic, harassing a previous partner, and impeding officers. Stephen MacNevins, 44, pleaded not guilty to the charges against him. State Police was alerted to MacNevins’ alleged actions on Jan. 20 when a reported former partner called to say MacNevins was following her. According to Trooper Jack Skiff, the complainant reported pulling into the VSP barracks in St. Johnsbury until she felt safe enough to continue but was then blocked on the Exit 20 on-ramp of I91 Southbound. She said that she and MacNevins had been prior partners. Court documents note that MacNevins hadn’t taken the break-up well. Trooper Skiff responded with three other officers to the interstate on-ramp and witnessed two vehicles stopped there. A red Jeep Cherokee was parked in the middle of the on-ramp at an angle, and behind it was a grey Nissan Rouge belonging to the woman. Trooper Jason Danielsen reportedly instructed MacNevins not to leave and to stand by his vehicle. MacNevins allegedly entered the Jeep Cherokee and drove away from the scene on Interstate 91 South. Dispatch advised Trooper Skiff that they had received two 911 calls within 10 minutes of each other regarding a red Jeep Cherokee blocking Interstate 91 Exit 21 on-ramp and the Exit 18 off-ramp. Troopers responded to Exit 18, and found the same red Jeep Cherokee was reportedly perpendicular to the ramp, blocking the same grey Nissan Rouge. After exiting the vehicle, MacNevins was arrested and transported to the St. Johnsbury Barracks for processing. MacNevins was charged with disorderly conduct, aggravated disorderly conduct, careless vehicle operation, stalking, and impeding a public officer.
