Former Caregiver Sentenced for Neglect Voyeurism and Medicaid Fraud

A former Vermont caregiver hads been sentenced for neglect, voyeurism, and fraud. The state attorney general’s office says that starting in 2020, 32-year-old David Mumley was paid to provide in-home care to a severely disabled, vulnerable adult. The vulnerable adult lived in Mumley’s home and depended on him and his wife for everything. In 2022, a visitor to the home reported neglect. An investigation was launched, and it was found that Mumley kept the vulnerable adult in unsanitary conditions, exposed to feces, regurgitation, flies and other insects, and surrounded by waste. Investigators also discovered that Mumley collected images of the vulnerable adult in various states of nudity and distress and billed Medicaid for services not provided to the victim. Mumley was sentenced to 24 months in custody, suspended for a five-year term of probation, handed a $5,000 fine, and was also banned from taking another role as a Medicaid service provider.
