Paul L. Downer was charged by the Caledonia County State’s Attorney’s Office with drug trafficking and shooting a man on Lafayette Street in St. Johnsbury in January of 2021. In March of 2021, Downer was released by Caledonia Superior Court Judge Michael J. Harris so he could live with his parents pending trial in their Connecticut home. But police in Connecticut are now searching for Downer, 27, as a possible murder suspect. A Connecticut man named Michael Starks, 29, was shot to death at a grocery store on Capen Street in Hartford, Conn., just after noontime on Tuesday. Authorities say surveillance video showed Starks was targeted by four masked individuals who shot him multiple times inside “JR Supermarket” on Capen Street. Starks later died at a Connecticut hospital. Hartford Police believe Downer rented the getaway car and that Downer may have been accidentally been shot by one of the alleged assailants.
